Significant progress has been achieved in health outcomes globally; however, the needs of marginalized groups remain inadequately addressed. Inclusive health care aims to minimize barriers to access, fostering equity for vulnerable populations. This study explores the primary healthcare systems of South Asian countries, identifies marginalized groups, and
introduces a Key Performance Indicator (KPI)-based inclusion measurement tool. By leveraging existing frameworks and literature, the research underscores the importance of inclusivity in enhancing health systems and draws comparative insights across South Asia.
